Tierralta, April 25, 199. On Saturday, April 24, 1999, at 9 p.m., eight shots to the head and back ended the life of our brother LUCINDO DOMICÓ CABRERA, an outstanding leader of our people, advisor to the Great Councils of Rio Verde and Rio Sinu, health officer, and one of the most prominent spokespeople in the negotiations of the Emberá-Katío regarding the Urra hydroelectric project.
Two armed men with their faces covered, violently broke into Lucindo's house, downtown Tierralta, and after killing him in cold blood boarded a vehicle where two more men were waiting. Witnesses describe a red pickup truck with tinted glass.
This murder adds to those of ALONSO DOMICÓ JARUPIA in August of last year, of ALEJANDRO DOMICÓ JUMÍ, in January of this year, and the many other acts of violence that we have denounced such as threats of displacement and assassination against our leaders and the burning of equipment and objects belonging to the Great Council. These are not isolated events but rather aimed at one purpose: to destroy our government and culture, frighten our communities, and hinder our thinking, our work, and our organization efforts. Analyzed as a whole, these murders and abuses are evidence of ethnocide against the Emberá-Katío people of the Upper Sinu.
We have been fighting the construction of the Urra hydroelectric project because it will annihilate our people and culture and will greatly harm the Sinu territory. We are working for the unity of the Emberá-Katío people; we have been recovering our Embera Drua, our ancestral territory; we are working to have access to health and education; we want to leave in peace and dignity. We do not know if these are the reasons for so much violence against us.
This murder occurred only two weeks after the Upper Sinu Assembly of Governors of the Embera-Katio issued a public statement about the armed conflict. We clearly stated that we have no commitments to any of the legal or illegal actors in the armed conflict, we rejected the pressure and threats that we received prior to our consultation with Urra, we denounced the irresponsible misuse of our words by the media, and restated our concern for the aggressive calls from some senators labeling us as enemies of progress for the Atlantic Coast region.
We demand an investigation into the murder of our leader Lucindo and those of Alonso and Alejandro, which are acts against our nation. The Colombian government must see to it that the causes of this violence disappear, and must provide reparation for the pain that its actions and omissions have caused. We demand that the government and the Urra Company guarantee our safety as the consultation regarding the filling of the reservoir approaches.
We call on all friends of the Emberá-Katío, all indigenous peoples and their friends, all defenders of life, to make a statement against this crime, urge the government to set a true policy against the bands of murderers, and provide us with their everlasting support to defend our life, our culture, our territory, and our dignity.

Tierralta, 25 de abril de 1999. El día de ayer -sábado 24 de Abril de 1999--, a las nueve de la noche, fue asesinado de 8 disparos en la cabeza y la espalda, nuestro hermano LUCINDO DOMICÓ CABRERA, líder muy importante de nuestro pueblo, asesor tradicional de los Cabildos Mayores de Río Verde y Río Sinú, responsable de salud y uno de los voceros más destacados en el proceso de negociación que tenemos los Emberá-Katíos con la Empresa Urrá.
Dos hombres armados y con los rostros cubiertos, violentaron la puerta de la casa de LUCINDO, en pleno centro de Tierralta, y luego de asesinarlo a sangre fría subieron a un vehículo donde los esperaban otros dos hombres, con los cuales huyeron. Las versiones hablan de una camioneta roja, con vidrios oscuros.
Este asesinato se suma al de ALONSO DOMICÓ JARUPIA, en agosto del año pasado, al de ALEJANDRO DOMICÓ JUMÍ, en enero de este año, y a muchos otros hechos de violencia que ya hemos denunciado como amenazas de desalojos y de muerte a líderes, y a la quema de los motores del Cabildo y del tambo de Gobierno. Éstas no son acciones aisladas, sino que tienen el mismo propósito: destruir nuestro gobierno y cultura, atemorizar a las comunidades, impedir que podamos pensar, trabajar y organizarnos. Mirando en conjunto estos asesinatos y atropellos se ve que quieren hacer un etnocidio contra el pueblo Emberá-Katío del Alto Sinú.
Venimos luchando para que la construcción de la represa de Urrá no acabe con nuestro pueblo y cultura, y no le haga tanto daño a la región del Sinú; estamos trabajando para que haya unidad del pueblo Emberá Katío; venimos recuperando nuestro Emberá Drua (territorio ancestral); trabajamos para tener salud y educación; queremos vivir en paz dignamente. No sabemos si es por eso que hay tanta violencia contra nosotros.
Este asesinato ocurre apenas quince días después que la Asamblea de gobernadores del pueblo Emberá-Katío del Alto Sinú hiciéramos una Declaración Pública sobre el conflicto armado. Allí hablamos claramente no tener compromisos con los actores legales o ilegales del conflicto, rechazamos las presiones y amenazas que nos hacen en momentos previos a la consulta con Urrá, denunciamos el manejo irresponsable que algunos medios de comunicación hacen de nuestras palabras, y reiteramos la preocupación por los llamados agresivos que hacen los senadores costeños señalándonos como enemigos del progreso de la Costa.
Exigimos que se investigue este asesinato contra nuestro líder LUCINDO, y los de ALONSO y ALEJANDRO, que son contra nuestro pueblo. El Estado debe ayudar para que las causas de esta violencia desaparezcan, y debe reparar este dolor que su acción y omisión han creado. Exigimos que el gobierno y la Empresa Urrá nos garanticen la seguridad en este momento que se acerca la Consulta para el llenado del Embalse.
Llamamos a todos los amigos del pueblo Emberá-Katío, a los pueblos indígenas y a sus amigos, a los que defienden la vida, para que se pronuncien contra este crimen, presionen al gobierno para que tenga una política verdadera contra los grupos de asesinos, y nos rodeen con su apoyo de siempre para defender nuestra vida, nuestra cultura, nuestro territorio y nuestra dignidad.
