Another foretold massacre, another unimaginable pain, another uncontainable anger, another unacceptable impotence.
Afro-Colombian communities that have struggled for freedom, territory and autonomy for centuries, continue to be victims of racist and fascist campaigns of extermination in the 21st century. After nearly 5 centuries of struggle, the new Constitution of 1991 recognized the collective right to traditional territories of Afro-descendent communities. These communities organized in order to title lands, to safeguard and protect the natural resources that are contained there within, to develop autonomous governments, and to culminate with that, the long wait to be able to BE in accordance with their traditions and culture. It is precisely the communities that are most advanced in their processes of collective titling that have been victims of massacres that took place in 1996 in Rio Sucio, in 2000 in Anchicaya, and in 2001 in Naya and Yurumangui. Now, and happening again in Zabaletas, Anchicaya. None of these acts of terror came as a suprise – each one was announced beforehand, with weeks or months of advance notice.
Behind these barbaric acts exist hidden and dark economic interests of those who intend to subvert afrocolombian autonomy in order to deplete their woods, waters, subsoil (petroleum, uranium), and in its place establish moncultivations of african palm and coconut, construct ports, highways and hydroelectirc projects or establish ‘special economic zones”. The pretext that is used to justify the murders of innocent people is the claim that they are guerrillas or their auxiliaries, but the history of Colombia has shown time and again that those who die in these massacres are never guerrillas but rather simple people who opted to organize themselves peacefully in defense of their rights, and most importantly of their right to live in peace.
The FACTS
Last night, Saturday June 14, 2003, the message was received that the paramilitaries would carry out an invasion of the Anchicaya River, rural region of the Municipality of Buenaventura. This information was immeditately transmitted to the Ministry of the Interior (7:30 and 8:45 pm) and to the System of Early Alerts of the Public Defenders Office (at 9pm). For this region, as in the entire area of the Municipality of Buenaventura, there exists a permanent alert, to the point that the Interamerican Commission for Human Rights conceeded emergency measures for the entire rural zone of this municipality.
It was confirmed that the invasion took place last night, 5 people were assassinated and there are various wounded. In 2000 this region was the object of another paramilitary invasion that left various dead and hundreds of Afrocolombians displaced, some of whom were murdered afterwards in the urban sectors of Buenaventura and Cali.
Since 5am today, June 15, 2003, the communities of Anchicaya have been out of communication. Vehicles have not been able to enter to attend to the wounded, the local residents have not been able to leave and the Red Cross has not yet entered.
ACTIONS:
It is URGENTLY required that the international community responds to this crisis, demanding that:
The government of Colombia uses all its power to guarantee the integrity of the lives of the inhabitants of the Anchicaya River .
The government of Colombia guarantee the security of the Red Cross into the region, so that it is allowed to remove the wounded and the dead and that the villagers are permitted to leave the area.
That this atrocity is not forgotten and those reponsible are brought to justice.

¡Continua el genocidio en Colombia!
MASACRE EN TERRITORIO DE COMUNIDADES NEGRAS
Incursionan paramilitares en la comunidad de Zabaletas, Municipio de Buenaventura, asesinan a 5, hieren muchos, comunidades siguen incomunicadas.
Otra masacre anunciada. Otro dolor inaplacable. Otra rabia incontenible. Otra impotencia isoportable.
Las comunidades afrocolombianas que durante siglos han luchado por la libertad, la tierra y la autonomia, siguen siendo, en pleno siglo XXI, víctimas de las racistas y fascistas campañas de exterminio en su contra. Después de casi 5 siglos de lucha y espera, con la nueva Constitucion de 1991, los afrocolombianos lograron el reconocimiento al derecho colectivo de sus territorios tradicionales y se organizan para titular sus tierras, para salvaguardar y proteger los recursos naturales que los sostienen, para constituir sus gobiernos autónomos, y culminar con ello su larga espera para llegar a SER. Son justo las comunidades que más adelantados tienen sus procesos de titulación colectiva las que han sido víctimas de las masacres que en 1996 tuvieron lugar en Río Sucio, en el 2000 al Anchicayá, en el 2001 al Naya y el Yurumanguí y ahora, en 2003, de vuelta a Zabaletas, en el Anchicaya. Ninguno de estos actos de terror fue una sorpresa, todas las masacres fueron anunciadas con semanas o meses de anticipación.
Detrás de la barbarie se encuentran escondidos los obscuros intereses económicos de quienes intentan subvertir la autonomía afrocolombiana para arrebatarles su madera, sus aguas, su subsuelo (petróleo, uranio), y en su lugar establecer monocultivos de palma africana y coca, construir puertos, carreteras y represas hidroeléctricas o establecer las "zonas económicas especiales".
El pretexto que se usa para justificar los asesinatos es que se trata de guerrilleros o sus auxiliares, pero la historia de Colombia ha demostrado contundentemente que los que mueren en las masacres nunca son guerrilleros sino gente sencilla que optó por organizarse pacíficamente en defensa de sus derechos, el más importante: el derecho de vivir en paz.
LOS HECHOS:
En la noche de ayer, sábado 14 de junio del 2003, se recibió la noticia de que los paramilitares harían una incursión sobre el Río Anchicayá, zona rural del Municipio de Buenaventura. Esta información fue transmitida anoche mismo al Ministerio del Interior (19:30 y 20:45) y al Sistema de Alertas de la Defensoría del Pueblo (a las 21 hrs). Sobre esta zona, como sobre toda el área rural del Municipio de Buenaventura, existe una alerta permanente, al punto de que la Comisión Interamericana de Derechos Humanos concedió medidas cautelares para todas las comunidades en la zona rural de este municipio.
Nos acaban de confirmar que la incursión efecticamente ocurrió anoche, 5 personas fueron asesinadas y hay varios heridos. En el 2000 este caserío y varios otros de esta zona rural fueron objeto de una incursión paramilitar que dejó varios muertos y cientos de afrocolombianos desplazados, algunos de los cuales fueron asesinados posteriormente en la zona urbana de Buenaventura y Cali.
Desde las 5:00am del día de hoy (15 de junio de 2003) las comunidades del Anchicayá se mantienen incomunicadas. No han podido entrar vehículos para sacar a los heridos, los comuneros no han podido salir y la Cruz Roja aún no ha entrado.
ACCIONES:
Se requiere con URGENCIA que la comunidad internacional se pronuncie al respecto, exigiendo que:
1) El gobierno de Colombia haga todo lo que está en su poder para garantizar la integridad de las vidas de los pobladores del Río Anchicaya;
2) El gobierno de Colombia garantice la entrada de la Cruz Roja a la región, que se permita que se saquen a los heridos y a los muertos; que le permita a los pobladores salir de la región;
3) Que no permita que esta atrocidad quede en la impunidad, que los responables respondan por su crimen.
