Statement by Colombian Human Rights Workers Regarding Killing of US Activists

 New York, March 11, 1999

We the undersigned, representing the Association for the Promotion of Social Alternatives (MINGA), the Institute for People's Empowerment (IPC), and the Committee in Solidarity with Political Prisoners (CSSP), and currently touring the United States to denounce the treats and attacks by the paramilitary troops against the human rights defenders in the country.

STATE

To the international community, the media, and the victims' families:

  1. Our strong repudiation to the arbitrary retention and the subsequent assassination of the indigenous leaders, INGRID WASHINANATOK, LAHE'ENA'E GAY and the recognized defender of the causes of the UWA people in Colombia, TERENCE FREITAS, committed by the 10th Front of the FARC-EP.

  2. Our acknowledgement and full support for the indigenous communities of the world and for the non-governmental organizations for their work to bring respect to the culture, autonomy, the dignity and solidarity of the indigenous people against the multinational companies, the government, the armed forces and the irregular groups that operate in diverse countries of the world.

  3. Our call to the FARC-EP to demonstrate its political will to restore the rights to Justice, to reparation, and to the Truth due to the families of the victims, the indigenous communities, and the non-governmental organizations affected by this crime. To this end, we request that those responsible, and/or those who are presumed responsible for the acts, be turned over to an Independent and Impartial Court that will determine an intellectual author and the criminal evidence and apply the fundamental guaranties of due process and the presumption of innocence. We consider that the Human Rights Unit of the Office of the Attorney General of Colombia is an institution that has demonstrated independence and efficiency in its investigations and that can contribute to bringing about justice.

  4. Our committment to assist in uncovering the truth and to follow up the investigations and criminal prosecution so as to guarantee the rights of the victims, the communities, as well as of the authors of the crime.

  5. Our rejection and repudiation to assassinations, attacks, and threats against the human rights defenders in Colombia and our demand to the Colombian governerment to adopt the methods and policies needed to guarantee the legitimate execution of our work.

  6. 6Our urgent call to the armed actors to respect the civilian population's rights to not be involved and not affected by the conflict, and our demand that the insurgent groups, the paramilitary troops, and the armed forces of Colombia cease threats, killings, bombings, displacement, and occupation of the territories belonging to the indigenous communities of Colombia, particularly the Emberá Katios in Urabá, Puinave in Guaviare, Sinú in Cordoba and the U'wa in Arauca y Boyacá.

To the families of Ingrid, Lahe, and Terence, to the indigenous community of North America, to the U'wa people, our embrace as brothers and sisters in sorrow and in the struggle for justice.

Pronunciamiento de Defensores de Derechos Humanos en Colombia Acerca del Asesinato de Activistas Estadounidenses

Los abajo firmantes, integrantes de la Asociación para la Promoción Social Alternativa MINGA, el Instituto Popular de Capacitación IPC, el Comité de Solidaridad con los Presos Políticos, organismos de derechos humanos de Colombia, que actualmente realizan una gira por Estados Unidos para denunciar la situación de amenaza y ataques por parte de grupos paramilitares contra los defensores de derechos humanos en el país,

EXPRESAMOS

A la comunidad internacional, a los medios de comunicación y las familias de la víctimas:

  1. Nuestro enérgico repudio por la retención arbitratia y posterior asesinato de las líderes indígenas INGRID WASHINANATOK, LAHE'ENA'E GAYy del reconocido defensor de la causa del Pueblo UWA en Colombia, TERENCE FREITAS, cometido por el X Frente de las FARC-EP.

  2. Nuestro inmenso reconocimiento y respaldo a las comunidades indígenas del mundo y a las organizaciones no gubernamentales, que realizan ingentes esfuerzos para que sea respetada la cultura, la autonomía, la dignidad y solidaridad de los pueblos indígenas, en contra de los intereses de compañías multinacionales, de los gobiernos, Fuerzas Militares y de los grupos irregulares que operan en diversos paises del mundo.

  3. Nuestro llamado a las FARC-EP, para que demuestre con hechos su voluntad política de contribuir a reestablecer los derechos a la Justicia, a la Reparación y a la Verdad, que tienen las familias de las víctimas, las comunidades indígenas y las organizaciones no gubernamentales de derechos humanos afectadas por este crimen. Para tal efecto, solicitamos que los responsables y/o presuntos responsables de los hechos sean entregados a un Tribunal Independiente e Imparcial que determine la autoría intelectual y material del crímen y aplique las garantías fundamentales del debido proceso y la presunción de inocencia. Consideramos que la Unidad de Derechos Humanos de la Fiscalía General de la Nación de Colombia, es una instancia que ha demostrado independencia y eficacia en sus investigaciones y puede contribuir a que se haga justicia.

  4. Nuestra disposición para contribuir en el exclarecimiento de la verdad y realizar un seguimiento constante a las invesrtigaciones y al proceso penal, para que se garanticen los derechos de las víctimas, y comunidades, asi como de los autores del crimen.

  5. Nuestro rechazo y repudio a los asesinatos, ataques y amenazas contra los defensores de derechos humanos en Colombia y la exigencia al Estado colombiano para que adopte las medidas y políticas necesarias que garanticen el ejercicio legítimo de nuestro trabajo.

  6. Nuestro enérgico llamado a las actores armados para que respeten los derechos de la población civil a no ser involucrados y afectados por el conflicto, y nuestra exigencia a los grupos insurgentes, a los grupos paramilitares y fuerzas militares de colombia, para que detengan las amenazas, muertes, bombardeos, los desalojos y la ocupación territorial, contra las comunidades indígenas de Colombia, particularmente a los Emberá Katios en el Urabá, Puinave en Guaviare, Sinú en Cordoba y U'WA en Arauca y Boyacá.

A la familia de Ingrid, Lahe y Terence, a las comunidades indígenas de Norteamerica, al pueblo U'WA, nuestro abrazo de hermanos en el dolor y en la lucha por la justicia.
