SOS BARRANCABERMEJA.
The National Union of Food Industry Workers (Sinaltrainal) informs the justice and monitoring bodies of the Colombian state, the public defender, the regional, national and international community and public opinion of the following:
THE THREATS DIRECTED AT THE TRADE UNION AND POPULAR MOVEMENTS AND AT LEFTWING POLITICAL SECTORS IN THIS CITY ARE CONTINUING
The reports of a number of daily papers in the city confirmed what certain social organizations were already predicting: the threat to assassinate trade union and popular leaders and members of leftwing political parties that are still putting up political opposition in the city. The campaign has been named ‘FINAL OPERATION’ and BOTALON (an alias), the head of a paramilitary squad called CAPITAL BLOCK, is responsible for carrying it through. According to the media, the threat will start with a list of well-known leaders who signed the RIGHT TO PETITION delivered to the mayor Dr. EDGAR COTE GRAVIN. Among the people who signed this document are JUAN CARLOS GALVIS, president of the Central trade Union Federation (CUT), YOLANDA BECERRA, director of the Popular Women’s Organization (OFP), PABLO ARENALES, president of the human rights organization CREDHOS, DAVID RAVELO, member of the Communist party, JORGE GAMBOA, president of Oil Workers Union (USO), REGULO MADERO director of Corporación Nación, among others, but it is clear that the threats are not limited to this small group of comrades, but extend to the rest of the social movement.
This new threat by the paramilitaries clearly demonstrates the double morality of this illegal group, which, against a background of negotiations in Santa Fe de Ralito with the government, committed to an end to hostilities against the civilian population. To date they have not fulfilled their promise, but the government is continuing the dialogue in spite of this.
Assassinations in the city since the beginning of the year now number 24, there have been 14 forced disappearances and more than 34 death threats. The civil authorities, the police and the army have failed to respond to the situation and on the contrary continue to perpetuate the stale and squalid myth that in this city ‘nothing is happening and there is total tranquility’.
There are also reports circulating in the local and wider community that there are patrols of men dressed in black and who are members of paramilitary groups. Likewise, many people are saying that paramilitaries who were in Santa Fe de Ralito are once again in the city and are holding meetings in southern and northeastern parts of this oil port.
WE DEMAND:
That the Colombian state take immediate preventative and protective measures to guarantee the life, security and physical integrity of those people mentioned and of the rest of the trade union and social leadership in this city.
That the government and its high commissioner for peace explain how in a process of negotiation with the paramilitaries and an end to hostilities on their part there can be an overt elimination campaign against political opposition in this city.
That the mayor Dr Edgar Cote Gravino issues a statement on this situation and provides guarantees and security to those people and social organizations who are threatened in Barrancabermeja.
WE CALL ON:
The international community to follow up the situation here and intecede on behalf of the people of Barrancabermeja and the region by demanding that the Colombian government respects the life and rights of the political opposition.
The United Nations to insist that the government implements all norms and recommendations relating to human rights and international humanitarian law.
The Organization of American States (OEA) follows up this situation with particular emphasis on verifying the end to hostilities by the PARAMILITARIES.

El Sindicato Nacional de Trabajadores de la Industria de Alimentos - Sinaltrainal, da a conocer a los organismos de Justicia y Control del Estado Colombiano, Defensoría del Pueblo, a la Comunidad Regional, Nacional e Internacional y a la Opinión Publica en general lo siguiente:
CONTINÚAN LAS AMENAZAS CONTRA EL MOVIMIENTO SINDICAL, POPULAR Y SECTORES POLÍTICOS DE IZQUIERDA EN LA CIUDAD
Por versiones periodísticas de algunos diarios de la ciudad, se confirmó la versión que hacía varios días algunas organizaciones sociales ya preveíamos, la amenaza de asesinar a la dirigencia sindical, popular y miembros de partidos de izquierda que aún hacemos oposición política en la ciudad. La acción ha sido denominada “OPERACIÓN FINAL” y está a cargo de alias BOTALON quien sería el encargado de llevar a cabo la acción como jefe del escuadrón paramilitar denominado BLOQUE CAPITAL. La amenaza según los medios informativos se iniciará con un listado de reconocidos dirigentes que suscribieron el DERECHO DE PETICIÓN que en el ejercicio del control público y social a la administración publica y gestión del señor alcalde Dr. EDGAR COTE GRAVINO le hicieron llegar. Entre las personas que firman este documento se encuentran los compañeros JUAN CARLOS GALVIS presidente de la CUT, YOLANDA BECERRA Directora de la OFP, PABLO ARENALES Presidente de CREDHOS, DAVID RAVELO Miembro del Partido Comunista, JORGE GAMBOA Presidente de la USO, REGULO MADERO Director de la Corporación Nación, entre otros compañeros, por supuesto las amenazas no se quedan en este reducido grupo de compañeros sino al resto del movimiento social.
Esta nueva amenaza, por parte de los paramilitares muestra claramente la doble moral de este grupo ilegal quien dentro del marco de las negociaciones en Santa Fe de Ralito con el Gobierno Nacional se comprometieron a un cese de hostilidades contra la población civil y hasta el momento no lo han cumplido, sin embargo el Gobierno Nacional pese a esto sigue sentado en la mesa.
A esto se tiene que añadir los asesinatos ocurridos en el transcurso del año que ascienden a 24 personas, 14 desapariciones forzadas y más de 34 amenazados en la ciudad, sin que las Autoridades Civiles, de Policía y Militares se pronuncien al respecto y por el contrario siguen manteniendo el discurso escuálido y desgastado que en la ciudad “no pasa nada y se goza de una total tranquilidad”.
También existen comentarios de la comunidad y el pueblo en general, de que hay patrullajes de hombres vestidos de negro y que son miembros de grupo paramilitares. Igualmente el comentario fuerte de que paramilitares que estaban en Santa Fe de Ralito, nuevamente están en la ciudad y realizan reuniones en los barrios sur y nororiental de este Puerto Petrolero.
Por todo lo anterior EXIGIMOS:
Al Estado Colombiano tomar las medidas inmediatas de prevención y protección para garantizar la vida, la seguridad y la integridad física de los compañeros en mención y el resto de la dirigencia sindical y social de esta ciudad.
Del Gobierno Nacional y su Alto Comisionado de Paz aclarar cómo en el desarrollo de un proceso de negociación con cese de hostilidades por parte de los paramilitares se de abiertamente una operación de exterminio contra la oposición política en la localidad.
Del señor Alcalde, Dr. Edgar Cote Gravino, pronunciarse frente a los hechos y brindar las garantías y seguridad a las personas y organizaciones sociales amenazadas en Barrancabermeja.
LLAMAMOS:
A la Comunidad Internacional a hacer seguimiento de los hechos acaecidos e interceder por el pueblo de Barrancabermeja y la Región ante el Gobierno Colombiano para que se respete la Vida y el Derecho a la oposición.
A la Oficina de Naciones Unidas, instar al Gobierno Nacional a implementar las medidas y recomendaciones en materia de Derechos Humanos y D.I.H.
A la Organización de Estados Americanos, OEA, que haga seguimiento a estos hechos en el marco de la verificación del cese de hostilidades por parte de los PARAMILITARES.
